The plan is formulated in accordance with the documents about institutional reform by the Party Central Committee, the State Council, the municipal Party committee and government and the stipulations in the articles of association of China Council for the Promotion of International Trade, combined with the situation of the city.

I. Main responsibilities

China Council for the Promotion of International Trade, Ningbo Committee (China Chamber of International Commerce, Ningbo Chamber of Commerce) (hereinafter referred to as CCPIT) is a non-governmental organization of foreign economy and trade in Ningbo composed of representative personnel, enterprises, associations and groups in the economic and trade circle of Ningbo. Its main responsibilities are as follows:

(1) To develop relations with the economic and trade circles, chambers or associations of commerce, other economic and trade groups and relevant international organizations in Hong Kong, Macao, Taiwan and other parts of the world, develop economic and trade exchanges and cooperation with sister cities, and sign agreements in economic and trade technical exchanges and cooperation with overseas organizations and participate in relevant events, in accordance with the principles and policies and work arrangement in foreign trade, foreign investment, foreign economic and foreign affairs of the municipal Party committee and government.

(2) To invite foreign economic and trade delegations, business delegations and personnel in the industrial and commercial circles to visit Ningbo and receive them, organize economic and trade and business delegations and personnel in the industrial and commercial circles of Ningbo to visit and investigate abroad, and assist the municipal government in organizing economic and trade negotiations, investment attraction and other events for promoting economic and trade exchanges and cooperation.

(3) To carry out collection, collation, transmission and release of domestic and foreign economic and trade information and establish a network for the information, introduce economic and technical cooperation and labor service cooperation partners to domestic and foreign enterprises and institutions, and provide trade opportunities, information consultation and credit investigation of domestic and foreign companies and enterprises.

(4) With the authorization of the municipal government, to coordinate the management of Ningbo’s overseas economic and trade exhibitions, develop relations with expo (exhibition) organizations other the other parts of the world, hold economic and trade exhibitions and negotiations in foreign countries, organize enterprises and personnel of Ningbo to participate in international expositions and specialized exhibitions, receive and organize overseas economic and trade exhibitions, shows, new product sample displays in Ningbo, and receive and organize economic and trade negotiations, technology and trade exchanges and various kinds of economic and trade seminars held in Ningbo by domestic and foreign institutions and enterprises.

(5) To issue certificates of origin for Chinese exported goods, issue certificates of force majeure, authenticate international trade documents, conduct certificates for international commercial affairs, issue ATA Carnets on your behalf, process consular certification services and product quality certification services on your behalf, accept dispute mediation of foreign trade (Marine), accept the agency for international economy and trade and maritime arbitration and litigation services, process trademark registration and patent applications for Ningbo enterprises in foreign countries and for foreign companies and individuals in Ningbo, and handle intellectual property counseling and mediation, and technical trade businesses.

(6) To approve the establishment of the county (city), the district CCPIT (ICC) branches and municipal specialized branches of CCPIT (ICC), and provide business coordination guidance; to develop and manage members in the whole city; and to carry out services and training for the members in the branch institutions.

(7)  To accept entrustment of overseas enterprises and organizations, process application and reporting procedures for their establishing representative offices or agencies, and offer relevant services.

(8) To actively develop and promote the development of foreign trade, foreign investment, foreign economic businesses and service trade, operate enterprises that are directly under the committee, improve services, strengthen the economic strength, provide better services for member enterprises, and make contributions to the economic development of Ningbo.

(9) To handle other relevant matters authorized by the municipal government.
