Yinzhou District
Yinzhou District was formerly known as Yin County.
5000 years ago, abundant Neolithic Cultural Relics were discovered in Yin County. In 222 BC, Emperor Qinshihuang founded "Yin" County, which has played a leading role in east Zhejiang Province. In February 2002, approved by the State Council, Yin County was transformed into Yinzhou District under the jurisdiction of Ningbo City. The whole district covers an area of 1346 km2 with population of 802, 800. Since the ancient time, Yinzhou has been a prosperous trade hub. It was the starting point of famous "Silk Road on Sea" and "Porcelain Road". A Chinese saying goes like this, "You can't expect to witness a prosperous market without the presence of Yinzhou businessmen."

Yinzhou is the biggest in the size and strongest in economic competitiveness among all the districts of Ningbo. Yinzhou ranked in 11th in China’s Top 100 counties (cities) and ranked in 1st in Ningbo in comprehensive strength. In 2009, Yinzhou GDP achieved RMB 70.99 billion; Per capital gross production achieved USD 12998; I&E amount achieved USD USD 7.47 billion. Yinzhou achieved RMB 70.99 billion financial revenue, which has taken the lead in Zhejiang Province for consecutive two years.

23,540 industrial enterprises have been established in Yinzhou District. There are 273 enterprises having annual sales over RMB 100 million and 7 enterprises that have been listed in stock markets. An industrial system supported by machinery, electronic, light industry & textile, garment, automobile parts and foods has been formed. High & new technology industries such as mechanical-electrical integration and new material have become the new point of economic growth in Yinzhou.

Yinzhou New Urban Zone is located in South of urban district in Ningbo, less than 2 km away from the downtown area of Ningbo. The planned area is 80 km2. It is the political, economic, habitation, scientific & technical, cultural center of Yinzhou. High-standard infrastructures including modern roads, water and power supply, communication, sewage discharge have been completed. Besides, the government building, hotels, plaza, business residence, office buildings are standing along the green grass-lined roads and riverbanks. Much more modern shopping malls, business centers, hotels and residences stand up in the area. As a riverside garden, Yinzhou New Urban Zone has been a core part of Ningbo.

Yinzhou District leads all the other districts in Zhejiang in respect of road density. There are four expressway entrances and exits within the district. Shanghai-Hangzhou-Ningbo Expressway, Ningbo-Jinhua Expressway and Coastal Thoroughfare Ningbo Section are open to traffic to the full length; Hangzhou Bay Bridge, connecting Ningbo and Shanghai, has been completed in May, 2008. It only takes 2 hours to reach Shanghai via the bridge. Ningbo Express Rail Transportation has come into effect, all the 6 LRT will run through Yinzhou. There are special railway lines and transfer stations for commodities available in Yinzhou District.

Open economy is developed in Yinzhou District. Up to now, there are more than 1,300 foreign invested enterprises in the district, including Marubeni, Itochu, Daiei, Komat'su and Mitsui Fudosan from Japan, Wal-mart and BorgWarner from US, B&Q from UK, Metro from Germany, Interbrew from Belgium and Akzo Nobel from Holland. Yinzhou sticks to its open development strategies, actively expands growth channels, forges emerging industrial bases and provides quality business and trade. These will lay a solid foundation and provide sufficient room for the next round of sustainable development in Yinzhou District.

Yinzhou Investment & Business Incubation An attractive place


Yinzhou Investment & Business Incubation is located in the conjunction area of New East City of Ningbo, Yinzhou New Urban Zone and Dongqian Lake Tourism Zone, which are all key developing zones of Ningbo in the future. Yinzhou Investment & Business Incubation was established in June, 2001, with a planned area of 12.3 km2, 8 km2 has already been explored, it is an attractive place for first-class enterprises.

Yinzhou Investment & Business Incubation surrounded by natural environment and its development is based on high-standard planning and high-quality construction under the guideline of "humanity, technology and environment protection". After eight years' efforts, the center's basic infrastructure facilities including roads, water and power supply, telecommunications, greenery, sewage discharge and water discharge, have already completed. The center totally have 250 enterprises, 107 are foreign-invested companies with total investment of more than US$1 billion. In 2009, the center total industrial output RMB 22 billion, sales revenue RMB 22.5 billion. The major industries in the center are precision machinery, electronics & electrical appliances, auto parts and emerging industry (originality, headquarters, R & D).

Yinzhou Binhai Industrial Zone An advanced manufacturing base close to Ningbo Port
Yinzhou Binhai Industrial Zone was founded in August, 2005, located by Xiangshan Port, which lies in the east of Yinzhou District. The Zone is planned to cover an area of 15 km2, of which 7 km2 is under construction. It is an advanced manufacturing base close to Ningbo Port.

After 5 years efforts, a new town of scientific layout, consummate infrastructure construction and graceful environment has been constructed which is livable for the enterprises. Yinzhou Binhai Industrial Zone has four major advan

tages. Firstly, the land used to be salt field and can be developed once approved. Secondly, it is only 23 km away from Ningbo Port-an international deep-water port, and 10 km away from Meishan Island Free Port. Thirdly, it has the advantage of consummate supporting infrastructure construction. The infrastructures including roads, water and power supply, sewage, drainage, gas, communication. Fourthly, it has the advantage of comprehensive supporting facilities. Binhai community which is staff apartments with complete facilities has been completed and already put into use. Expert apartments will finish construction in December, 2010. The traffic inside and outside Binhai has been gradually improved. Moreover, Hairi Park, museums and Yangsha hills have become the places of leisure for the local people.

Yinzhou Binhai Industrial Zone has attracted 116 projects, 33 foreign-invested projects with a total investment of over RMB 11 billion, 51 projects has been put into production and 45 projects are under construction. An industrial system of automobile parts, electronics, machinery and metal products has gradually formed.

Wangchun Industrial Zone Emerging high-tech industrial zone
Ningbo Wangchun Industrial Zone, founded in Oct. 2002, is a provincial industrial zone. This industrial zone has been appraised as State New Material and High-tech Industrial Base, New Energy and Environment-friendly Material Base, Provincial Ecological Construction and Reconstruction Demonstration Park, Provincial Innovative Industrial Park, Provincial Industrial Park with the Most Investment Value, Municipal New Energy Industrial Base and Yinzhou District Semiconductor Lighting Industrial Base in sequence.

The total planned area of this industrial zone is 32 km2, and the core development area of the first phase is 7 km2. This industrial zone, which is close to the urban area of Ningbo City, obviously enjoys location advantage. The infrastructure of this industrial zone was constructed in strict accordance with the “Seven Availabilities and One Leveling” standard (involved in availabilities of water, electricity, road, communication, drainage, heat and gas and land leveling). Ningbo Lishe Bonded Logistics Center (B type) inside the core area, important branch of Yinchuang National Technical Enterprise Incubator Wangchun Shanshan Incubator and Japanese Mitsui Fudosan OUTLETS Commercial Plaza inside this industrial zone offer complete software and hardware supporting facilities for enterprises that enter this industrial zone.
This industrial zone takes electronic information and new material and new energy as dominant industries, and lays stress on the construction of LED, lithium cell and photovoltaic cell industry chain. Through the development and construction in the past 8 years, this industrial zone has become a new economic growth point of West Yinzhou Region and introduced a large batch of domestic and foreign renowned enterprises such as Japanese Itochu and Mitsui Fudosan, American AOI, Taiwan Opto Tech, Ordnance Science Institute of China and Shanshan Group.

Yinzhou Industrial Zone Around-Hangzhou-Bay advanced Manufacturing base
Ningbo Yinzhou Industrial Zone is a provincial industrial zone. It is located in the Jiangshan Town, which is in the southern suburban area of Ningbo city, close to Yinzhou New Urban Zone. It was set up in February, 2003 with a planned area of 22.32 km2. It is the around-Hangzhou-Bay advanced manufacturing base.

Ningbo Yinzhou Industrial Zone is close to Tongsan Expressway, Outer Ring Road of Yinzhou, Ningbo across-the-city highway, Ningbo-Jinhua Expressway, No. 34 provincial highway and Mingzhou Avenue, which makes transportation very convenient. So far, the zone has attracted some foreign companies with main industries covering electronics information, new materials and machinery manufacturing.

Ningbo Southern Business District
Ningbo Southern Business District is a core area of Yinzhou New Urban Zone that is located in southern Ningbo. Its overall design is performed by the U.S. MADASPAM Design Office guided by the idea of “propelled by government, integrated planning, public-funded for public use and market operation”. It is the largest central business district in Ningbo and will become an icon for future Ningbo. Focusing on the development of headquarters economy base, an export-oriented economy service base, an important R&D base and an outsourcing industrial concentration at the south of Yangtze River Delta, as well as a most dynamic concentration of high-end business and economy. Ningbo Southern Business District will bring together talents, capital and information, becoming a modern business center focusing on enterprise headquarters and commercial offices, complete with supporting services of commerce, logistics, culture, finance, information, etc.

Ningbo Southern Business District comprises 5 plots and has a “T” structure. The total number of buildings reaches 50. The District has the largest number of commercial buildings in Zhejiang Province and few cities in China can rival in this respect. The first phase area is 24.6 hectares, having 33 commercial buildings in total which will be brought into use in June, 2010. The second phase area is 9.23 hectares, planning to construct 17 commercial buildings. The buildings will be constructed in first half year of 2010. The third phase is under planning with the area of 12.14 hectares. It is supposed that 10 theme buildings will be built, which will become the center of business activities and culture exchanges.

Besides the commercial buildings, the Southern Business District has a rich recreation function. A core water street commercial recreation center, characterized by south Yangtze flavors, will be built on Phase Ⅰplot. On the plot set aside for Phase Ⅱ, a large-scale mall integrating high culture, fashion & entertainment and high-end leisure will be constructed.

Ningbo Southern Business District is not only a pronoun of the city itself, but also the rallying point of the rapid economic development of Yinzhou in the future. The District with its innumerable advantages will certainly develop into the “Manhattan” of Ningbo and the “urban locomotive” of the new southern city.

Ningbo Southern New Urban
Ningbo Southern New Urban Outsourcing Service Zone is a outsourcing demonstration area at the provincial level. The zone is located in the south of the Ningbo city and it is in the core area of the Yinzhou District with a planned area of 33 km2, which has beautiful environment, complete facilities, convenient transportation as well as fine business and living conditions. The zone's development oriented to information and software outsourcing, comics designing, R&D, inspection outsourcing and data processing. It is actively attracting home and abroad high-end outsourcing companies to start business here and expand offshore outsourcing businesses of multinational companies. It aims at becoming the aggregation center, the leader of the outsourcing service in Ningbo, the first-class outsourcing service zone in East China.

The total revenue of Ningbo Southern New Urban Outsourcing Service Zone reached RMB 0.83 billion in the year of 2009. Software Outsourcing revenue reached RMB 596.56 million. At present, 74 outsourcing service companies had been settled in the zone, 26 companies' registered capital are over RMB 10 million. Main business including software outsourcing, comics designing, inspection services, industry manufacturing and call centers. IT outsourcing are inclusive of Donglan Digital, Shengfeng Information, Any V software, Ningbo State Research Software, Rococo Ningbo Software. Inspection outsourcing enterprises include SinoAnalytica. Comic services outsourcing enterprises including, Shimu Animation, Kaku Animation, Walt Disney, etc. Game outsourcing enterprises are inclusive of SOE Network. Call center enterprises are inclusive of Tecco, etc.

Changfeng Riverside Leisure & Residential Zone
Ningbo Changfeng Riverside Leisure & Residential Zone, located at the juncture of Jiangdong District and Yinzhou New Urban Zone core area, is an important part of “three rivers and six banks” of central urban area of Ningbo.Total planned area of this project is 2.4 km2 inclusive of 2.03 km2 under the administration of Yinzhou District, and the total planned investment of this project is RMB 5 billion. The zone will be a riverside comprehensive area that takes residence, leisure and commerce as main part and pays attention to business, tourism and other functions concurrently. The zone will be Ningbo city image, city brand and serves as a model central living area. Together with three-river central business area, trade area,urban cultural and tourism business area, the zone will help near-by industrial and services sectors to grow up and improve the quality of the city.

Now business invitation is ongoing in all respects for both built projects and projects under construction. Thereof, the brand-new “Boat parks at night” project has the total land area of about 68,000 m2 and total building area of about 52,000 m2. The commercial street has more than 800 parking spaces with elegant and cozy environment, so visitors can lean against a rail and view the 180° wide scenery of Fenghua River. Hence Changfeng Riverside Leisure & Residential Zone in which “Boat parks at night” project is located is oriented as “waterfront suitable for living and riverside leisure”. Now “Boat parks at night” project International Fad and Leisure Street is formally recommended for business invitation. The street will be opened in 2010, and then it will become a landmark of fad and culture street that integrates high-end catering, recreation and leisure in Ningbo.

Panhuo Commercial & Living Zone
Panhuo Commercial & Living Zone is located at the geographic center between the downtown area of Ningbo, Yinzhou New Urban Zone, Eastern New Urban Area and Dongqian Lake Tourism Leisure Zone. The planned land area is about 5 km2 inclusive of core urban area of 2.2 km2. In spatial layout, core urban area mainly embodies “one belt, two centers, three axes and four sections”. Within the “one belt” are traffic-free shopping malls and buildings of many styles which feature the plot as a an elegant “gate” of east Ningbo. The Century Avenue, flanked by the “two hearts”, serves as a middle axis. On its west is the “Pancheng International Plaza” that homes commerce and large retailers while on its east is a business area taken up by the IKEA commercial plaza and an oriental garden. The organization of this part is an embodiment of a “vigorous Panhuo”.The “three axes” refer to the north-south landscape axis with the Century Avenue as its backbone, and the two north-south axes which run parallel with it. The “four sections” are the three residential areas and shopping mall formed by the Century Avenue cutting through the South Outer Ring Road. These sections highlight the idea of “eco-friendly home”.
As urban Ningbo continues to grow, the Panhuo Commercial & Living Zone will emerge as an important access to east Ningbo City. It is an area to go through strong urban development and rise as a hotspot of urban construction that encompasses business and residential functions. This is where we bring to reality our aspiration to turn the area into the “gate of east Ningbo”, a “vigorous Panhuo”, the “heart of transportation” and and “eco-friendly home” for all.

Jishigang, Ningbo Satellite Town
Jishigang is located on the plain hinterland in the west of Ningbo. This town has an administrative area of 49 km2 and a permanent population of 80,000 people.
Jishigang is an experimental town for comprehensive reform of Chinese small cities and towns and a provincial central town. In 2009, Jishigang has become one of the first towns as Ningbo Satellite Town.

In 2009, this town achieved gross industrial production value of RMB 11.59 billion, gross domestic product value of RMB 3.13 billion and local government budgetary revenue RMB 284 million. In recent years, except for universal equipment manufacturing, plastic products, auto parts and other traditional pillar industries, a large batch of renowned enterprises inclusive of Japanese Itochu have entered this town, airport logistics, new energy and other industries have developed rapidly, additionally a batch of business and trade projects inclusive of OUTLETS International Shopping Mall and Lishi Shopping Mall have entered this town in sequence. As a result, the economic strength of the Satellite Town has grown rapidly, and this town has become one of the regions with the most development potential of Ningbo City.

By 2015, the Satellite Town will become a “new city” with both modern urban charm and regional cultural deposit in West Yinzhou Region. Jishigang will be a “New Portal” with both new industrial characteristics and the charm of canal towns in the south of the Yangtze River in the west of the central urban area of Ningbo.

Innovation 128 Park The first demonstrative zone of 2.5th industry in Ningbo
Innovation 128 Park is located at the core area of Yinzhou New Urban Zone and Yinzhou Investment & Business Incubation with the total investment of RMB 0.8 billion.It covers a total area of 208 mu and a total construction area of about 200,000 m2. The park is made up of 162 separate buildings with an area of 650 to 2,000m2, large enterprise service center, talent apartment and other supporting facilities. This park is developed in three phases, thereof, the first phase has been delivered and put into use, the main body of the second phase has been completed, and the piling of the third phase is ongoing. Business invitation of the third phase will be formally started in May 2010.

Innovative 128 Park is one of modern service industry bases of Ningbo, also one of eight major high-end service industry assembling platforms of Yinzhou District. This park mainly introduces enterprises of 2.5 industry (between the second industry and the third industry) covering R&D center, engineering design, software development, headquarters economy, finance, insurance, law, communication, accounting, originality, management consultancy, marketing and settlement, e-commerce, real estate, advertising, human resource, conference & exhibition, logistics and other modern service enterprises. Depended on the innovative mode, concept and services, Innovation 128 Park aims to become the leader of Yinzhou District and even Ningbo of the 2.5th industry.

Ningbo Airport Logistics Zone
Ningbo Airport Logistics Zone is an important link of seven logistics parks including “one main logistic center and six auxiliary logistics centers” determined in Plan of Ningbo Modern Logistics Industry. With the construction and development, this zone will play an important role in the construction of comprehensive logistics central city of Zhejiang and international logistics center and hub on the south wing of the Yangtze River Delta. Total planned land area of this project is 2,143 Mu, and total investment of this project is about RMB 5 billion. This project is developed in three phases.

PhaseⅠof the project, which has been formally put into operation, covers a land area of 247 Mu, costs RMB 270 million and mainly includes Bonded Logistics Center (B type). The Bonded Logistics Center is based on bonded storage and equipped with standard warehouse, office building, living building, fully-closed fence, video monitoring, information machine room and others, and has the functions such as international logistics and distribution, simple processing and value-added service, deep-processing transfer, import and export, transit trade and international purchasing. Phase Ⅱ of the project, which may cover a land area of 860 Mu and cost about RMB 2.1 billion, has been established and passed feasibility study and preliminary design, and will be built up in 2012. By virtue of information technology and modern logistics technology, a modern and open high standard comprehensive logistics service base that integrates shipping agency, freight, storage, dispatch, distribution and others will be developed. Airport freight village, airport bonded logistics center, 3PL freight and storage area, multimodal transport area, comprehensive supporting area and others will be constructed. Phase Ⅲ of the project, which may cover a land area of 1,036 Mu and cost about RMB 2.63 billion, has passed controlling detailed plan compilation and been approved, and will be built up in 2015. Air freight center, international and domestic express center, multimodal transport and distribution area, airport products circulation and processing center, airport service industry and others will be constructed.
