Location
With the oriental Beilun Port at its east and the flourishing Sanjiangkou at its west, Jiangdong district is situated at the geometric center of the 6 urban districts of Ningbo, at the front edge of the eastward development, and is the pivot area connecting the airport with the seaport.

Jiangdong district covers an area of 37.7 sq. km., and has a residential population of about 362,000. Under its jurisdiction are 8 sub-districts and 74 communities. The Year 2009 witnessed a total GDP of 28.39 billion RMB yuan, and a fiscal revenue of 3.58 billion, of which 2.47 billion was local revenue. The leading status of service sector is further established, as the added value of service sector accounts for 80.8% of the total output. A harmonious development of economy and society has earned Jiangdong the title of “Peace District of Zhejiang Province” in five consecutive years, with people’s sense of security greatly improved.
Transportation Condition
Jiangdong enjoyed a convenient traffic network. Of the 6 metro lines under construction, five pass Jiangdong, making it a most-densely allocated central district. The Shanghai–Hangzhou–Ningbo Expressway, and the Shenhai Expressway, which links major cities alongside China coastline, cross Jiangdong district. The Hangzhou Bay Bridge shortens the drive to Shanghai into less than 2 hours. Drive 20 minutes, and you can reach the oriental port, Beilun Port. The Lishe International Airport (15-minute-drive from Jiangdong) now offers flights to more than 30 major cities, including Hongkong and Macau, and international flights to Seoul, Bangkok, and Singapore. The Xiaoshan International Airport is within one-hour traffic ring.

Three Centers
Jiangdogn is the core area and key district in the urban development of Ningbo, and it is also the “new gateway of urban construction, new highland of modern industry, and new center of urban development” in constructing Ningbo into a modern international port city.
Jiangdong attaches great importance to developing modern service sectors of finance, logistics, exhibition, creation, information and intermediaries by constructing the “three centers” of International Shipping Service Center, International Trade & Exhibition Center, and International Financial Service Center. The aim is to build Jiangdong into a model area in the construction of a modern international port city, with modern tertiary industry as the lead, rising commerce and urban industry as the wings, building industry as the mainstay and open economy as the support.

In implementing the strategy of creating a “service power”, Jiangdong strives to reform and upgrade the traditional service sectors, highly develop modern tertiary industry, promoting the high-end, clustering, featured, integrated and creative development of service sectors. Until 2012, Jiangdong endeavors to top the city in the contribution of tertiary industry to GDP, modern tertiary industry to tertiary industry, and in the upgrading of traditional service sectors, becoming the carrying area for core urban functions, the clustering zone of service sectors, the trial place for globalization, the model district of modern tertiary industry, and the service power of Ningbo and the Yangtze River Delta.
Sectors & Carriers—Development
Six Key Sectors
Financial Service— For the moment, Jiangdong has formed a diversified financial system with 219 financial institutions of banking, insurance, securities and trust. The People’s Bank Ningbo Branch, Ningbo Banking Regulatory Bureau, headquarters of Bank of Ningbo, Kunlun Trust, as well as regional headquarters of more than 10 commercial banks are stationed in Jiangdong. The Fortune 500 financial titans of HSBC, AEGON, and Prudential also started business in Jiangdong.
The International Financial Service Center Phase I is open to use now, attracting 25 financial institutions such as China Merchants Bank and China Development Bank. The Phase II southern area has started construction of headquarters of Bank of China, China Construction Bank, Bank of Communications and Bank of Ningbo.
Shipping & Logistics——The development of shipping in Jiangdong speeds up, with 531 shipping enterprises employing up to 20,000 employees. The World Top 10 shipping companies of Maersk, MSC, CMA CGM, Evergreen, APL and NYK have stationed in Jiangdong. The featured shipping buildings of Portman and Haiyungang have attracted such world-famous enterprises of MSC, CMA CGM, UPS, and Fedex. Three of the world ten largest ship classification societies of DNV, ABS, and KR have established branches in Jiangdong. The Ningbo International Shipping Service Center Phase I is open to use, with the Customs, Inspection & Quarantine, and Maritime offices settled to offer “one-stop” customs clearance service for cargoes and ships to enter and exit Ningbo Port. The Phase II Global Shipping Plaza with a building area of 150,000 sq. m. has started construction.
Exhibition & Trade——Ningbo has been awarded the titles of “China Best Exhibition City” and “Year of Best Urban Management”. In 2009, Ningbo launched 367 show activities, of which 178 are exhibitions, with a total exhibition area of 1.8 million sq. m. The Ningbo International Trade and Exhibition Center is located in Jiangdong, endowed with four functions of temporary show, perennial show, business office and supporting facilities. The Center will offer a total area of 2.5 million sq. m., of which 1 million sq. m. is for the perennial show, and 200,000 sq. m. is for the temporary show. Seventy percent of Ningbo’s exhibition enterprises are stationed in Jiangdong. In 2009, Jiangdong launched 38 exhibitions, with a total exhibition area of 765,000 sq. m.
Culture and Creation——As a batch of cultural and creative industrial bases such as Hefeng Creation Plaza, Ningbo Book City and Ningbo Cultural Plaza are taking shape, the scale of cultural and creative economy is further expanded. Ningbo Book City, with a total construction area of 90,000 sq. m. is to be put into use this May, and Hefeng Creative Plaza, with a total construction area of 340,000 sq. m. will open in the second half of next year.
Intermediary Service—There are 1,750 intermediary enterprises stationed in Jiangdong, of which 21 are law offices, 23 are accounting and tax offices. Leading enterprises of PWC, the world’s largest accounting office, Kelly Service, GI from Italy, Hewitt Associates have settled in Jiangdong.
Science and Information—As the “Power District of Science and Technology”, Jiangdong has formed a high-tech industrial cluster of new materials, IT, and mechatronics. Jiangdong Scientific Business Center becomes the first state-level display and transaction center for patented technology. The world software titan IBM and China’s largest software company of business management Kingdee both started business here.

CBD of Eastern New Town
Ningbo Eastern New Town is the symbol area of the international port city of Ningbo in the 21st century created according to the concept of “China’s Best, World Standard, and Future’s View”. Measuring 15.85 sq. km., including the core area of 8.47 sq. km., it is located at the geometrical center of the future municipal framework. As a close contact between Beilun port and Ningbo downtown, it will take on the same multiple urban functions as the present Sanjiangkou city core, forming a pattern of “one city, two cores”.
With urban functions of business, finance, trade service, conference, exhibition, government administration, and public culture as the major functions, supplemented with complete life, commerce and recreation facilities, the area will become a modern new district of southern water town features and local cultural spirit, being the image and identity of the 21st-century Ningbo.
The CBD of Eastern New Town occupies a total land of 156 ha., with a total construction volume of 2.5 to 3.5 million sq. m., and will accommodate 100,000 to 120,000 working population. The CBD is the site of Ningbo International Shipping Service Center, Ningbo International Financial Service Center and Ningbo International Trade & Exhibition Center.
Urban Complexes
Urban complexes are the effective support for CBD and service industry zones. At present, Jiangdong boasts of a bunch of famous and clustering urban complexes, such as the Portman Center, the Century Oriental Plaza, the Hefeng Creative Plaza, Ningbo Book City, the Citic Square, the Fortune Bond Plaza, and Binjiang International Plaza, attracting and accommodating high-end commerce and renowned enterprises.
Building Economy
The scale of Jiangdong’s building economy is expanding greatly, as there are more than 90 buildings with an area of 1.5 million sq. m. available at present, where 5,200 enterprises are stationed, with an average settlement rate of 86.7%.
The economic benefit of building economy gradually appears, as the average revenue of 33 key buildings exceeds 20 million Yuan, and the average revenue of 25 buildings exceeds 10 million Yuan, of which the Financial Building and the Bank of Ningbo Building realized a revenue of 150 million and 140 million Yuan respectively. In recent years, such feature buildings of Haiyungang, Portman, and Shangdong International have shown up, and a batch of high-quality 5A buildings such as the Citic Square, Century Oriental CBO Square, and the International Financial Center have been put into use.
Government & Policy—Service
Excellent Foreign Investment Destination
Jiangdong district strives to improve government efficiency and investment environment through the construction of Jiangdong Government Affairs Transaction Center, Jiangdong Foreign Investment Service Center, and Jiangdong Foreign-Invested Enterprises Association, aiming to create the best investment destination in Ningbo and even the Yangtze River Delta. From 2007 to 2009, Jiangdong won the honor of “Excellent Environment for Foreign Investment” with the highest score for three consecutive years, attracting a batch of World Fortune 500 enterprises and transnational companies to settle here.
Service Mechanism
All-Way-Green: Jiangdong Investment Promotion Bureau provides free service for foreign-invested enterprises to examine, register, and acquire certificate.
Green Life Card: Jiangdong departments of education, sanitation, urban management, and public security provide life support and convenience for foreign investors in their work and life.
Support Policy
