The Beilun District is located in the mid-coastline of the Mainland China, and in the east of the Ningbo City. It is embraced with sea in three sides, with the Hangzhou Bay to the north, the Xiangshan Harbor to the south .The Beilun District covers a land area of 585 k㎡ and a sea area of 258 k㎡ . It governs 6 sub-streets, 2 towns and 1 rural township with totally 215 administrative villages and 34 residential communities. The Beilun District has a registered population of 360,000 and a resident population of 780,000.The Beilun District includes the Beilun Port，which is famous as “the great eastern harbor”.There are 5 state-level development zones , as Ningbo Economic and Technological Development Zone, Ningbo Free Trade Zone, Daxie Development Zone, Ningbo Export Processing Area and Ningbo Meishan Bonded Port Area, which makes Beilun one of the highly-opened areas in Zhejiang Province.

In 2009, the GDP of Beilun District reached 44.65 billion RMB, up 10.1%,and GDP per capita 15,186 USD. The fiscal revenue reached 8.57 billion RMB, up 8.3%, the total investment in fixed assets was 26.52 billion RMB, up 5.8%. The per capita disposable income of urban residents reached 27,368 RMB and the net income of rural residents reached 13,414 RMB, increasing 9.2% and 13.2% respectively.

Based on the current situation of regional industry with the combination of establishment of Twelfth Five Years Plan, Beilun District Government had confirmed the industrial layout , planing to make the Beilun Area “one belt, one section, one town plus six bases” . The port-neighboring economy industrial belt is focusing on the development of steel, petrol-chemical, energy source, paper-making, ship-building, and new material, etc. This “belt” is projecting both an industrial base for major raw materials and a center for bulk goods distribution in East China. Also, the “section” mentioned is Meishan Bonded Port Area. It is supported by the beilun port, led by the international trade, sustained by the modern logistics with the complete set of financial and shipping services. It has the dedication to the development of many core functions like International transit shipment, purchasing, distribution, entrepot trade, export processing and so on. Otherwise, the new coastal town will prioritize the environmental-friendly industry, thalassic ecological residential community and holiday resort. In the future, people will enjoy themselves in the coastal original town with the prosperity of modern ecological industrial cluster district and the beauty of metropolis in Ningbo. For the last “six bases”, they are Xiapu modern International logistics industrial base, Dagang New-Tech industrial base, Daqi High-quality molding industrial base, Xiaogang equipment industrial base, auto industrial base and sectional advanced business base. All of these bases have already form certain unique characteristics and own advantages.
