At present, there are 65 ship building and repair companies in Ningbo. In addition to fishing vessel building and repair as well as yacht building and repair companies, 20 shipbuilders have the ability to build 10,000t ships, with a production capacity of about 2.5 million DWT. Main products include cargo vessels, container ships, chemical tankers, bitumen tankers and ocean engineering ships. At present, the single ship building capacity is up to 115,000 DWT of multi-purpose cargo ships and container ships carrying 4,250-container; 30% goes to domestic markets and 70% to international markets. The number of orders ranks No. 1 worldwide for marine engineering ships, accounting for 35% of world total. Statistics show that, in 2009, the industrial output of Ningbo ship industry amounted to RMB12.89 billion, up 7.1% from one year ago; the value of new products stood at RMB6.473 billion, up 7.5% from one year ago; sales amounted to RMB9.635 billion, up 13.8%.

The coordinated development of urban and the rural areas, coordinated development of harbor, bridge and sea, coordinated development inside and outside the city, coordinated development of production, livelihood and ecology as well as coordinated development of economy and society combine to pose a strong demand for ship industry development in Ningbo.

At present, domestic ship industry players are basically divide into three parts: China State Shipbuilding Corporation, China Shipbuilding Industry Corporation, and local shipbuilders that are not controlled by the foregoing two giants. As a very important component part of China’s shipbuilding industry, local shipbuilding has been expanding rapidly in recent years. Currently, Jiangsu, Zhejiang, Shandong and Fujian provinces are the four major bases to local shipbuilders. The industrial output of local shipbuilders accounted for over 40% of the national total. That is to say, local shipbuilders contributed to one third of China’s total output of shipbuilding, forming a triangular balance of power with the two giant shipbuilders.

Currently, there are 65 shipbuilders in Ningbo, principally located along riverbanks from Beilun to Xiangshan harbor and in Xiangshan Shipu, Hepu, Gaotang etc., including the river/sea bank areas in Beilun, Yinzhou, Xiangshan, Fenghua, Ninghai and Zhenhai, where there are a long usable coastline and a large hinterland area. The natural resources, geographic conditions and investment cost in these areas are suitable and offer huge potential for the shipbuilding and repair industry. In recent years when economic globalization and Yangtze River Delta integration are advancing steadily, the ship industry in Ningbo has firmly seized the valuable opportunities that the gravity center of global shipbuilding has moved eastward and that China attaches great importance to and supports its ship industry development. With unique natural resources, solid foundation of shipbuilding and repair and accelerating development of the ship industry, shipbuilding and repair enterprises in Ningbo have accomplished ownership reforms to increase ownership diversity: backbone enterprises including Zhejiang Shipbuilding Co., Ltd. play a leading role, and private enterprises constitute main participants.
Having regard to the particular circumstances of the city, Ningbo’ ship industry mainly consists of four segments: ship repair, shipbuilding, shipborne equipment manufacturing, and ship trading. The basic framework is described below:
1. Ship repair: Focus on expanding the capacity to repair large-sized ships; form a ship-repair system that involves the repair of large-, medium- and small-sized ships; develop and expand the capacity to repair foreign ships and “high-tech and high value added” ships, the capacity to carry out complete overhaul, and the capacity to refit ships.
2. Shipbuilding: actively develop the capacity to built large-sized ships; speed up the development of “high-tech and high value added” ships; improve the technological level of small- and medium-sized ships, give priority to modern design and shipbuilding technologies of special-purpose ships including multi-purpose bulk ships, container ships, oil tankers, chemical tankers, marine engineering ships and cruise yachts, develop into a large scale; create a number of well-sold, famous brands of steel civilian ships, fishing ships and cruise yachts, and increase their market shares.
3. Shipborne equipment manufacturing: based on Ningbo’s strong industrial foundation, actively introduce advanced technologies, place focus on developing marine diesel engines; and develop deck machinery, cabin machinery, shipborne electrical apparatus and main and auxiliary engines and transmission gear.
4. Ship trading: develop 1 or 2 markets for ship and shipborne equipment trading, which are operated on a well-disciplined and efficient manner and reach out to adjacent cities and provinces and even the entire world.
The current geographic distribution of Ningbo’s shipbuilding and ship repair enterprises is the result of efforts to relocate, consolidate and restructure existing shipbuilders and to construct new ship bases and blocks. According to Ningbo’s industry deployment plan for shipbuilding and repair, the city will create one center, two bases and three blocks of ship building and ship repair in five years. “One center” is to develop Yinzhou District into the technological, design and service center of Ningbo’s ship industry. The city will create two or three strong groups of enterprises by ownership restructuring, consolidation and reorganization, as pillars of a service center capable of providing technological, design and logistic services for shipbuilding enterprises in the city. “Two bases” are to develop Dalishan, Yinglongshan and Beilun Lishenma Island into main shipbuilding bases of Ningbo, which have an annual shipbuilding capacity of over 800 thousand deadweight tons. “Three blocks” are to consolidate and optimize shipbuilding enterprises on the banks of Xiangshan Harbor as the first block; develop Beilun Harbor marine industry into the second block by technical upgrading and relocation, and develop Shipu Dagushi shipbuilding base into the third block of Ningbo’s ship industry.

Based on competitive enterprises in this area, the ship industry structure in Beilun will be optimized and improved to achieve reasonable spatial distribution, encourage introduction and absorption of advanced foreign technologies, and accelerate technical upgrading of existing shipbuilding and repair companies.
The shipbuilding capacity will reach 500,000 DWT/year by 2010, and 1,200,000 DWT/year by 2015.
(1) Neishenma Island - Baifeng Zhangbu Section
Development direction: Build large-sized and high value added ships, combine shipbuilding and repair, increase utilization efficiency of existing coastline resources, and expand the capacity of shipbuilding and repair.
Objective: Shipbuilding capacity will reach 500,000 DWT/year by 2010, and 800,000 DWT/year by 2015.
(2) Changtiaoju - Waitanshan Section
Development direction: Guide competitive enterprises to strengthen joint venture and cooperation, promote application and dissemination of advanced technologies and enhance ship assembly capacity.
Objective: The focus will be placed on optimizing organizational structure of enterprises and restructuring products by 2010; shipbuilding capacity will reach 200,000 DWT/year by 2015.
(3) Zhitoujiao - Shuang’ao Section
Development direction: Over the short term, accelerate infrastructure construction including water supply, power supply and road; over the long-term, building large-sized and high value added ships and attract domestic and international leading shipbuilders to nestle in Ningbo, wit focus placed on shipbuilding facilities for 80,000t or higher classes.
Objective: Strengthen the control of coastline development and utilization; shipbuilding capacity will reach 200,000 DWT/year by 2015.
2. Xiangshan Port Shipbuilding Area
Xiangshan Port is advantaged for shipbuilding. To the west of Hengshan-Xize line, the focus will be upgrading existing shipbuilders by reasonably using resources under the principles of “having due regard to current status, control expansion and prohibit new projects”; in the Northeast of Tuci Town, the focus will be constructing over-80,000t shipbuilding facilities through strengthened investment attraction.
The shipbuilding capacity will reach 1,200,000 DWT/year by 2010, and 2,600,000 DWT/year by 2015.
(1) Panchishan and Xiaolieshan - Xiahuantan Section
Development direction: Based on Zhejiang Shipbuilding Co., Ltd., primarily build large-sized ships and secondarily build marine engineering ships over the short term; accelerate upgrading of shipbuilding technology, transform shipbuilding modes and improve management IT capability over the long term.
Objective: Shipbuilding capacity will reach 800,000 DWT/year by 2010, and 1,300,000 DWT/year by 2015.
(2) Neimenshan-Waizhangzui Section
Development direction: as a key component of the Ningbo ship industry during the “Eleventh Five-year Plan”, this section will accelerate construction of infrastructure including traffic, water supply and power supply, attract domestic and international leading shipbuilders, focus on large-sized shipbuilding and secondarily build high value added special-purpose ships.
Objective: Shipbuilding capacity will reach 400,000 DWT/year by 2010, and 1,300,000 DWT/year by 2015.
2. Shipu Port - Sanmenwan Shipbuilding Area
This area will fully tap into and utilize the coastline and waterway resources at and around Shipu Port, accelerate consolidation of existing small shipbuilding and repair facilities within the area, strengthen attraction of investments by domestic and international leading companies; encourage building of sea-going fishing vessels, marine engineering ships and other special-purpose ships; increase competitiveness of the shipbuilding industry; focus on over-30,000t shipbuilding and repair facilities; allocate Sanmen coastline resources reasonably and on a well coordinated basis, improve shipbuilding and repair facilities, and guide shipbuilders towards large-sized and high value added ships.
Shipbuilding capacity will reach 600,000 DWT/year by 2010, and 1,900,000 DWT/year by 2015.
(1) Daguzhi Island Section
Development direction: As a key part of the Shipu Port shipbuilding area during the “Eleventh Five-year Plan”, this section will fully utilize its advantages in coastline and deep water to accelerate construction of shipbuilding and repair facilities, with focus placed on over-30,000t ships.
Objective: Shipbuilding capacity will reach 200,000 DWT/year by 2010, and 400,000 DWT/year by 2015.
(2) Nantian Island Northwestern Coastline Section
Development direction: Over the short term, this section will consolidate shipbuilding businesses along the riverbank in this area, reserve part of the Xiaowangjin block at Hepu Town for future development, control construction of shipbuilding and repair yards using outdated processes and technologies; progressively relocate urban function blocks at Hepu Town, and concentrate shipbuilders at Duimianshan and Dongmen Island in the Wangshoutang-Qianlongtou block. Over the long term, this section fill focus on improving shipbuilding and repair technologies as well as developing sea-going fishing vessels and inland vessels.
Objective: Shipbuilding capacity will reach 200,000 DWT/year by 2010, and 300,000 DWT/year by 2015.
(3) Gaotang Island Coastline
Development direction: To develop and utilize coastline resources in an orderly way; construct over-50,000t shipbuilding facilities at appropriate time within the section to the west of Linmenkou and within the Zhumen-Jingaoyi section; gradually attract domestic and international leading shipbuilders; focus on large shipbuilders and large-sized ships.
Objective: Strengthen the control of coastline development and utilization; shipbuilding capacity will reach 600,000 DWT/year by 2015.
(4) Diaoyun Jiao Coastline
Development direction: To accelerate construction of shipbuilding and repair facilities, attract domestic and international leading shipbuilders, and focus on over-50,000t container ships and bulk ships.
Objective: Shipbuilding capacity will reach 200,000 DWT/year by 2010, and 300,000 DWT/year by 2015.
(5) Tianwan Island Coastline
Develop direction: To accelerate improvement of infrastructure, including traffic, water supply and power supply; develop coastline resources in an orderly manner; accelerate attraction of domestic and international leading shipbuilders; focus on over-50,000t large ships.
Objective: Strengthen the control of coastline development and utilization; shipbuilding capacity will reach 800,000 DWT/year by 2015.

To the west of Hengshan-Xize line, the focus will be upgrading existing shipbuilders by reasonably using resources under the principles of “having due regard to current status, control expansion and prohibit new projects”; in the Northeast of Tuci Town, the focus will be constructing over-80,000t shipbuilding facilities through strengthened investment attraction.
The shipbuilding capacity will reach 1,200,000 DWT/year by 2010, and 2,600,000 DWT/year by 2015.
(1) Panchishan and Xiaolieshan - Xiahuantan Section
Development direction: Based on Zhejiang Shipbuilding Co., Ltd., primarily build large-sized ships and secondarily build marine engineering ships over the short term; accelerate upgrading of shipbuilding technology, transform shipbuilding modes and improve management IT capability over the long term.
Objective: Shipbuilding capacity will reach 800,000 DWT/year by 2010, and 1,300,000 DWT/year by 2015.
(2) Neimenshan-Waizhangzui Section
Development direction: as a key component of the Ningbo ship industry during the “Eleventh Five-year Plan”, this section will accelerate construction of infrastructure including traffic, water supply and power supply, attract domestic and international leading shipbuilders, focus on large-sized shipbuilding and secondarily build high value added special-purpose ships.
Objective: Shipbuilding capacity will reach 400,000 DWT/year by 2010, and 1,300,000 DWT/year by 2015.
2. Shipu Port - Sanmenwan Shipbuilding Area
This area will fully tap into and utilize the coastline and waterway resources at and around Shipu Port, accelerate consolidation of existing small shipbuilding and repair facilities within the area, strengthen attraction of investments by domestic and international leading companies; encourage building of sea-going fishing vessels, marine engineering ships and other special-purpose ships; increase competitiveness of the shipbuilding industry; focus on over-30,000t shipbuilding and repair facilities; allocate Sanmen coastline resources reasonably and on a well coordinated basis, improve shipbuilding and repair facilities, and guide shipbuilders towards large-sized and high value added ships.
Shipbuilding capacity will reach 600,000 DWT/year by 2010, and 1,900,000 DWT/year by 2015.
(1) Daguzhi Island Section
Development direction: As a key part of the Shipu Port shipbuilding area during the “Eleventh Five-year Plan”, this section will fully utilize its advantages in coastline and deep water to accelerate construction of shipbuilding and repair facilities, with focus placed on over-30,000t ships.
Objective: Shipbuilding capacity will reach 200,000 DWT/year by 2010, and 400,000 DWT/year by 2015.
(2) Nantian Island Northwestern Coastline Section
Development direction: Over the short term, this section will consolidate shipbuilding businesses along the riverbank in this area, reserve part of the Xiaowangjin block at Hepu Town for future development, control construction of shipbuilding and repair yards using outdated processes and technologies; progressively relocate urban function blocks at Hepu Town, and concentrate shipbuilders at Duimianshan and Dongmen Island in the Wangshoutang-Qianlongtou block. Over the long term, this section fill focus on improving shipbuilding and repair technologies as well as developing sea-going fishing vessels and inland vessels.
Objective: Shipbuilding capacity will reach 200,000 DWT/year by 2010, and 300,000 DWT/year by 2015.
(3) Gaotang Island Coastline
Development direction: To develop and utilize coastline resources in an orderly way; construct over-50,000t shipbuilding facilities at appropriate time within the section to the west of Linmenkou and within the Zhumen-Jingaoyi section; gradually attract domestic and international leading shipbuilders; focus on large shipbuilders and large-sized ships.
Objective: Strengthen the control of coastline development and utilization; shipbuilding capacity will reach 600,000 DWT/year by 2015.
(4) Diaoyun Jiao Coastline
Development direction: To accelerate construction of shipbuilding and repair facilities, attract domestic and international leading shipbuilders, and focus on over-50,000t container ships and bulk ships.
Objective: Shipbuilding capacity will reach 200,000 DWT/year by 2010, and 300,000 DWT/year by 2015.
(5) Tianwan Island Coastline
Develop direction: To accelerate improvement of infrastructure, including traffic, water supply and power supply; develop coastline resources in an orderly manner; accelerate attraction of domestic and international leading shipbuilders; focus on over-50,000t large ships.

Ningbo Ship Industry Association (NSIA) was founded in December 2005 and overseen by Ningbo Economic Commission. President of the NSIA is Zhejiang Shipbuilding Co., Ltd.; vice presidents are Zhejiang Xinle shipbuilding Co., Ltd., Xiangshan Haishen Machinery & Electronics General Works, PLA 7815 Works, Zhejiang Donghong Shipbuilding Co., Ltd., Ningbo Zhongce Motive Power Mechanical & Electrical Equipment Group Co., Ltd., Zhejiang Zhenyu Industry Co., Ltd. and Ningbo Oriental Ship Design Co., Ltd. Objectives of the NSIA are to serve enterprises, develop enterprises and become a platform for communication and cooperation between shipbuilders and function as a bridge between enterprises and the government. At present, NSIA has 85 members, including shipbuilders, ship repairers and shipborne equipment manufacturers.
